He graduated from the Taipei National University of the Arts in 2000 before moving to Paris, where he studied at the École Nationale Supérieur des Beaux-Arts and earned Dipôme National Supérieur d'Arts Plastiques in 2004. He then moved to London and completed his MFA in Fine Art at Goldsmiths College, graduating in 2007.

Chia-En approaches contemporary art practice as a set of experiments that deal with the ideas of identity, borders, shared experience and the power relationship between different aesthetic and political regimes.
